At the end of the 2019 legislative session, the Minnesota Legislature passed the Jobs and Economic Development Omnibus Bill. The employee-friendly bill is aimed at curtailing wage theft and imposes certain obligations on Minnesota employers. Notably, at the start of employment, employers are required to provide all employees with a written notice containing specified information about the terms of the employment relationship including but not limited to the employee's rate of pay, the basis of payment, the regular payday and certain identifying information about the employer. The notice must be signed by the employee and retained by the employer. The new law grants greater enforcement authority to the Minnesota Department of Labor and Industry and imposes significant penalties on employers who fail to comply. The law goes into effect July 1, 2019.
